Introduction
The Saskatchewan Immigrant Nominee Program (SINP) is a way to immigrate to Canada. Through the SINP, the Province of Saskatchewan invites residency applications from non-Canadians who want to make Saskatchewan their home and nominates successful applicants to the federal government for permanent residency in Canada.
The SINP accepts applications under three categories: International Skilled Worker Category, Saskatchewan Experience Category, Entrepreneur and Farm Category.
International Skilled Worker Category includes:

Entrepreneur and Farm Category includes:
On November 25, 2021, the Government of Saskatchewan announced Hard-To-Fill Skills Pilot to recruit workers. The sectors with the highest labour demands include health, manufacturing, agriculture, ag-tech, construction, hospitality and retail.
International Healthcare Worker EOI
The SINP has launched a new International Healthcare Worker Expression of Interest Pool. This pool will help connect healthcare workers with job opportunities being offered by Saskatchewan healthcare sector employers. An International Healthcare Worker EOI submission is not an application to the SINP. It is a pre-application form which allows you to fill out an online form to indicate your interest in working in Saskatchewan in a selected Health sector occupation and show your qualifications.
If you are selected and receive an employment offer, you may be eligible for the SINP’s International Skilled Worker: Employment Offer or the Hard-to-Fill Skills Pilot. However, foreign workers who receive an employment offer from a Saskatchewan employer do not need to create an EOI profile but can apply directly to the categories mentioned above.

International Skilled Worker: Employment Offer Category
Requirements:
- Score a minimum of 60 points on the SINP point assessment grid
- Have at least one-year work experience in the past 10 years in your intended occupation
- Have a language score of at least CLB 4; some employers or regulators may ask for scores that are higher than CLB 4
- Be eligible for Saskatchewan licensing (if your intended occupation is in a regulated profession or compulsory apprenticeship trade)
- Have an offer of permanent, full-time job in Saskatchewan, and the position is in NOC TEER 0, 1, 2, 3 or in a designated trade in Saskatchewan
International Skilled Worker: Tech Talent Pathway
Requirements:
- Meet the following work experience requirements:
- If applying from in Saskatchewan: Currently working in Saskatchewan and have worked full-time (30+ hours per week) for at least six months for the employer offering you the job (in an eligible occupation). If you have not been working for your supporting employer full-time for at least six months, then you must have at least one-year of work experience in your occupation within the last five years.
- If applying from inside or outside of Canada: One year of high-skilled related work experience in the past five years in your intended eligible occupation.
- Meet the following language requirements:
- If currently working for the employer offering you the job, meet the language requirements established by your employer in your job offer. Your employer will be assessing your language ability.
- If not currently working for the employer offering you the job, have English and/or French language ability of Canadian Language Benchmark (CLB) 5 or higher.
- Be eligible for Saskatchewan licensing (if applicable to your occupation): NOC 21311 – Computer Engineers (except software engineers and designers), NOC 21231 – Software Engineers and Designers, NOC 21211 – Data Scientists and NOC 21310 – Electrical and Electronics Engineers will be required to:
- Provide a letter from the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) showing that an application for registration as an Engineer-in-Training has been approved; OR
- Provide a letter from APEGS indicating that they have been assigned Confirmatory Exams.
- Have a post-secondary education that relates to the job you’ve been offered (Master’s or Bachelor’s degree; or a three-year degree at a university or college; or a diploma that requires two years at a university, college, trade or technical school, or other post-secondary institution).
- Attest to your intent to work and reside in Saskatchewan.
- Have an offer for an eligible permanent, full-time technology or innovation sector job in Saskatchewan. You will need a valid SINP Job Approval Letter to show proof. Employers must register with the SINP and obtain the Job Approval Letter. They will then provide the Job Approval Letter to you if you meet their hiring qualifications.
Those accepted into IRCC’s Express Entry pool may also be eligible through this stream.

Requirements:
- Live outside of Canada or have proof of legal status in Canada
- Are not a refugee claimant
- Score a minimum of 60 points out of 110 on the SINP point assessment grid
- Have a language score of at least CLB 4
- Have completed post-secondary education, training or apprenticeship that’s comparable to that in Canada, earned a diploma, certificate or degree; for education outside of Canada, you must submit an ECA; individuals who have completed trades or job training as part of their high school education must instead apply for Saskatchewan licensure
- Have work experience that is high skilled and not on the Excluded Occupation List
- 1-year of full-time paid work experience over the past 10 years; the work experience must be in a high skilled occupation (NOC TEER 0, 1, 2, or 3)
- Work experience related to your occupation and education
- Provide proof of Professional Status or Licensure if required for your occupation
- Have proof of settlement funds and a settlement plan
As of August 17, 2022, applicants to the SINP Occupation In-Demand and Saskatchewan Express Entry programs must have proof of settlement funds that meet the new requirements of Immigration, Refugees and Citizenship Canada (IRCC). All permanent residency applications submitted to IRCC that require settlement funds must meet the new requirements as of June 9, 2022.

Requirements:
- Have a valid Express Entry Profile Number and Job Seeker Code
- Score a minimum of 60 points on the SINP point assessment grid
- Have a language test result that meets the federal Express Entry language requirements
- Have completed post-secondary school or training that is comparable to at least one year of Canadian education; you must have earned a diploma, certificate or degree related to your intended occupation; for all education outside Canada, you must submit an educational credential assessment
- Have experience in a job that is not on the Excluded Occupation List: 1-year work experience in the past 10 years for skilled professionals (not tradespeople); or 2 years work experience in a skilled trade in the past five years for skilled tradespeople; or 1 year work experience in Canada in the past three years (skilled tradespeople and skilled professionals)
- Your above work experience must be in the field of your completed post-secondary education or training
- Your work experience must be related to your job and education
- Show proof of Professional Status or Licensure if required for your occupation
- Have proof of settlement funds and a settlement plan.

International Skilled Worker: Hard-To-Fill Skills Pilot Category
Requirements:
- Have at least one year of full-time work experience in the past three years (in your intended occupation); or six months full-time (780 hours) work experience in the job with the employer that has provided you the Job Approval Letter
- Have a language score of at least Canadian Language Benchmark (CLB) 4
- Have completed secondary school (high school) or higher level education. If your studies were not completed in Canada, you will need to submit an ECA
- Nominations issued for NOC 73300 – Transport Truck Drivers will be conditional until proof is provided to the SINP that you have received the required licensing and endorsements from Saskatchewan Government Insurance (SGI) to maintain your nomination. You must provide proof of completion of Mandatory Entry-Level Training (MELT) and that you hold a valid Class 1A licence issued by SGI to drive power units and semi-trucks, and trucks with trailer(s) or vehicle(s) in tow where the gross vehicle weight of the towed unit(s) exceeds 4,600 kg. A valid Class 2A licence issued by SGI will be required for all other types of transport trucks.
- Have an SINP-approved offer for a permanent, full-time job in Saskatchewan. You will need a valid SINP Job Approval Letter from your employer to show proof. The offer must be in one of the following occupations:

Saskatchewan Experience Category: Skilled Worker with Existing Work Permit Category
Requirements:
- Have a permanent, full-time job offer from a Saskatchewan employer in a NOC TEER 0, 1, 2, or 3 occupation, or in a designated trade
- Have a valid SINP Job Approval Letter
- Have worked for at least six-months (780 hours) of full-time (30+ hours per week) work experience in the job with the employer that has provided you the Job Approval Letter, with a valid work permit. The work experience must be consecutive work experience
- Have a valid work permit issued by IRCC (open or closed). Refugee claimants in Canada who are claiming refugee status from the Government of Canada are not eligible to apply
- If IRCC has issued an open work permit to you and your spouse was the principal applicant in the work permit application, the SINP may request additional documentation. SINP staff will request proof that you and your spouse reside in Saskatchewan
- Have at least a score of CLB4 if your job offer is in a NOC TEER 4 or 5 designated trade
- Can show you are eligible for Saskatchewan licensure if your occupation is regulated in Saskatchewan
Saskatchewan Experience Category: Semi-Skilled Agriculture Worker with Existing Work Permit Category
Requirements:
- Have a permanent full-time job offer from a Saskatchewan employer. The job must be a NOC of：
- NOC 885100: Livestock labourers
- NOC 85101: Harvesting labourers
- NOC 84120: Specialized livestock workers and farm machinery operators
- NOC 85103: Nursery and Greenhouse labourers
- Have a valid SINP Job Approval Letter
- Have worked for at least six-months (780 hours) of full-time (30+ hours per week) work experience in the job with the employer that has provided you the Job Approval Letter, with a valid work permit. The work experience must be consecutive work experience.
- Your work permit must be for:
- Seasonal Agriculture Worker Program
- International Experience Canada
- Temporary Foreign Worker Program; or
- The Canada-Ukraine Authorization for Emergency Travel
- Your work permit must be for:
- Have completed secondary school (high school) or higher level education
- Have a minimum language score of CLB4 if your job offer is in a NOC TEER 4 occupation.
Saskatchewan Experience Category: Health Professionals Category
This sub-category is for skilled workers who have been working full-time in Saskatchewan on a temporary work permit for at least six months as a Physician, Nurse, or Other health professional and meet the criteria of the sub-category.
Requirements:
- Have a valid work permit
- Have worked for at least six-months (780 hours) of full-time (30+ hours per week) work experience in the job with the employer that has provided you the Job Approval Letter. The work experience does not need to be consecutive work experience
- Have a permanent, full-time job offer of the following position:
- Physician – the job offer is:
- Issued by a provincial health authority or the health education institution where you are currently working.
- Verified with documents that describe your permanent arrangement to practice medicine in Saskatchewan. These could be:
- A business plan or contract.
- A partnership agreement.
- Other documents describing your practice.
- Nurse – the job offer if from:
- The Saskatchewan Health Authority
- The Saskatchewan Cancer Agency
- Another publicly funded health employer
- Other health professional – the job offer if from:
- The Saskatchewan Health Authority
- The Saskatchewan Cancer Agency
- Another publicly funded health employer
- Physician – the job offer is:
- Have a valid SINP Job Approval Letter
- Have proof of eligibility for Saskatchewan licensure if your occupation is regulated in Saskatchewan and requires certification or licensure

Saskatchewan Experience Category: Hospitality Sector Project Category
Requirements:
- Have a valid work permit through a LMIA for:
- NOC 65200 – Food/Beverage Server
- NOC 65201 – Food Counter Attendant/Kitchen Helper
- NOC 65310 – Housekeeping/Cleaning Staff
- Have finished at least Grade 12 (or equivalent)
- Work for an employer that has been approved by the SINP to participate in the Hospitality Sector Project
- Have worked for at least six-months (780 hours) of full-time (30+ hours per week) work experience in the job with the employer that has provided you the Job Approval Letter, with a valid work permit. The work experience must be consecutive work experience
- Have a job offer of permanent, full-time work from an approved Saskatchewan Hospitality employer
- Have at least CLB4 or higher language ability
- Have a valid SINP Job Approval Letter
Saskatchewan Experience Category: Long Haul Truck Driver Project Category
Requirements:
- Have worked for at least six-months (780 hours) of full-time (30+ hours per week) work experience in the job with the employer that has provided you the Job Approval Letter, with a valid work permit. The work experience must be consecutive work experience
- Have a current Saskatchewan Class 1A driver’s licence
- Have a full-time, permanent job offer from your employer. Your employer must be an approved trucking firm in Saskatchewan
- Have at least CLB4 or higher English language ability
- Have a valid SINP Job Approval Letter
Saskatchewan Experience Category: Students Category
Students who have graduated from a Saskatchewan institute Requirements:
- Have graduated with a certificate, diploma, or degree from a recognized post-secondary educational institution in Saskatchewan
- Worked for a minimum of 6 months (or 780 hours) of paid employment in Saskatchewan. Eligible types of work experience include: on-campus, off-campus, co-op terms, graduate fellowships, or on a post-graduate work permit
- Hold a valid Post-Graduate Work Permit or Open Work Permit issued under the Canada-Ukraine Authorization for Emergency Travel (CUAET)
- Have a permanent, full-time job offer in your field of study from an approved Saskatchewan employer. The job shoud be:
- In NOC TEER 0, 1, 2 or 3 occupation, or in a designated trade
- Related to your field of study and requires a post-secondary education
- Have a valid SINP Job Approval Letter
- Have a minimum language score of CLB 4 if your job offer is in a designated trade occupation NOC TEER 4 or 5
Students who have graduated from an institute in Canada Requirements:
- Have graduated with a certificate, diploma, or degree from a program equivalent to at least one academic year (8 months) of full-time study from a recognized post-secondary institution in Canada (outside of Saskatchewan)
- Worked after graduation with a post-grad work permit for at least six consecutive months (minimum 780 hours) of paid employment in Saskatchewan in a job related to your field of study
- Hold a valid Post-Graduate Work Permit or Open Work Permit issued under the Canada-Ukraine Authorization for Emergency Travel (CUAET)
- Have a permanent, full-time job offer in your field of study from a Saskatchewan employer. The job shoud be:
- In NOC TEER 0, 1, 2 or 3 occupation
- In a designated trade
- Related to your field of study and requires a post-secondary education
- Have a valid SINP Job Approval Letter
- Have a minimum language score of CLB 4 if your job offer is in a designated trade occupation NOC TEER 4 or 5
Entrepreneur and Farm Category: Entrepreneur Category
Requirements:
- Have a minimum of $500,000 (CAD) in Net Business and Personal Assets
- Have at least three years of relevant business management or entrepreneurial experience gained in the past ten years
- Plan to invest a minimum of $300,000 (CAD) in Regina and Saskatoon, or a minimum of $200,000 (CAD) in all other Saskatchewan communities
- Ownership of at least one-third (33 1/3 per cent) of the equity of a business in Saskatchewan, unless your total investment is $1 million CAD or higher
- Create two employment opportunities in Saskatchewan for Canadians or permanent residents
- Complete the Points Assessment Grid in order to be scored

Entrepreneur and Farm Category: International Graduate Entrepreneur Category
Requirements:
- Are at least 21 years of age
- Have completed a full-time post-secondary degree or diploma of at least two years from an eligible Saskatchewan institution
- Have a valid Post-Graduate Work Permit, with at least 24 months remaining
- Have lived in Saskatchewan during their academic program (no distance-learning programs or accelerated academic program are eligible)
- Have a minimum CLB level of 7
- Reside in Saskatchewan
- Actively own and operate a business in Saskatchewan for at least one year prior to applying
- Own at least one-third (33%) of the business and take part in the day-to-day management. Ownership must be the result of a verifiable investment made directly by the applicant, either from their own equity or from an eligible source
- Demonstrate that the business is generating the minimum required revenue amount after one year of operation
- Sign a Business Performance Agreement (BPA) with the Government of Saskatchewan
Those who meet eligibility criteria and are invited to apply and must be able to show knowledge of their Business Establishment Plan (BEP).
Entrepreneur and Farm Category: Farm Owner and Operator Category
Requirements:
- Have a personal net worth of at least $500,000 (CAD)
- Make a “good faith” deposit of $75,000 (CAD) in trust
- Have at least three years experience in Farm ownership, Farm management, or Practical farming experience
- Make an exploratory visit to Saskatchewan for at least five working days
- Invest a minimum of $150,000 (CAD)
- Score at least 55 points on the Farm Owner/Operator Category Intent Grid
Young Farmer Stream:
The Young Farmer stream was created to allow young farm families to establish their lives and farming operations in rural areas of Saskatchewan.
Young Farmer Stream Requirements:
- Have a personal net worth of at least $300,000 (CAD)
- Be under the age of 40 at the time of your application
- Have at least three years experience in Farm ownership, Farm management, or Practical farming experience
- You or your spouse must have employment skills, based on education and experience, to supplement your farming income
